Can use anything like a Raspberry Pi or similar with wifi USB or internal. Could use captive portal to make users aware of what it is or accept terms. Grab a valid Let's Encrypt cert when set up. Then just run strfry/nginx.
Captive portal is interesting. The cert is not something I was thinking about, LE usually only lasts 3 months, right? Maybe a self-signed cert would be better for something that can't auto-renew (since it has no internet).
