Nobody in Congress is going to listen to anything we say. PayGo is still part of the rules on how Congress builds the budget. At the beginning of every single piece of legislation today, but only as a reference providing the excuse for that budget item on why it should be EXCLUDED from the rule. Given that the House PayGo rule can be waived through unanimous consent, they just push forward whatever spending they want without any thought to the consequences.
