I can tell my whole phone is somewhat electrified when plugged in, because I have a hangnail and that spot is zingy as hell if I touch it to the phone, unless I unplug it. I feel like, while this isn't a catastrophic flaw, it is improper to leak electricity into my wounds, however minor they be.
