DeWine's gone with the 'parental rights' aspect of the debate over human rights, which states that parents have full autonomy over any minors in their care regardless of if the state has an active interest, such as for the protection of the kids in medical circumstances. The legislation was a steaming pile of garbage, but the rationale behind DeWine's decision has opened the doors to a lot of other transphobic -- and child-endangering -- legislation which may not have been read as feasible up until now.
