yes, the palestinian situation is unique in certain ways. but it is legally and institutionally grounded in international law and practice, beyond just the UNRWA.
It’s unique in that all of the surrounding Arab countries completely purged their Jewish populations upon the creation of Israel, but refused to accept any Arab refugees. Meanwhile, Israel is the most diverse country in the region, with *citizens* who are Jewish, Arab, and Christian.

It wasn’t their state in the first place. There never was an independent state of Palestine. Every single one of them immigrated from one of the surrounding Arab states.
