Great Caterpillar our gov'ts have screwed this up for a couple generations now. They've been actively negligent. The solutions need to be funded & piloted in order to provide a viable off-ramp because gov'ts have actively avoided exploring alternatives instead putting all their eggs in 2 totally inappropriate baskets. This needs competent, technically credible leadership, which rules out the Ministry of Ed or your local equivalent.
