Tasteless Harrier Control implies synchronization. It can be weak in agreeing only upon the goal and leaving operation distributed, occasionally coordinated. I've seen a paper on rice paddy farmers exercising optimal land use in such fashion. Centralized model here then gain efficiency by elements relinquishing subjectivity to the centre (or hierarchy).
