If the threat is the specified attack of eliminating decoys, churning to a different wallet or a different subaccount is the same, he's just specifying how to add one extra hop, so you can receive in one always as "incoming", and move funds to the other and use it only as "outgoing", if the threat is something else like the full TX history being captured in the same wallet, then have separate seeds I guess

You know what now that I think about it you might be right, and author is mistaken, but pretty sure they did mean use two completely separate wallets or else why would they even differentiate from churning? "Churning just means sending funds to yourself, often the entire wallet balance...Instead of churning, use two wallets, one for incoming funds and one for sending funds out, which we will call Incoming and Outgoing."
