Except I have a game using DirectX 11 that still freezes when tabbed out despite it being developed in 2021.
If the graphics driver is the same, and the API is the same, then the only variables left are the game engine and the programming of said game.
If you are meaning to tell me that game engines do not handle full screening, minimizing, custom resolutions, etc on a game, than that just tells me that it's still the engine's fault for not having such a basic feature.
Every application requires a box or window, the developer should not be the one having to program that when we all know that applications can be minimized or moved around, the engine should handle that.

This is the second decade of the 21st century. Your applications should be able to be tabbed out without the visual render freezing requiring a restart of the application.
This is not the DOS era anymore.
