The Finnish conscription is so easy to avoid that it's de facto voluntary. Yet, an overwhelming majority do it. It's a good indicator that the training is considered meaningful. A seriously enforced conscription would lead to the loss of this unbiased feedback mechanism.

Amused Camel Nice contrast to Russia, where society tended (even before the war) to view the conscripted as those who were too stupid, poor, or ill-connected to find a way out. Very much looked down on.
